You can never make it to level 3 because the game has only been designed for 2 levels. Don’t waste your time or money trying.
Why is the third location marked as “stay tuned” at 2000 people points. But the 4th location is unlocked if you have 3000 people points.
I wished I had read some of the comments here about no way to advance after you had done all update and maxed out everything you still can get to 2000 construction point…
